Josie Kotsioris has over 20 years in the affordable housing and community development industry, and is a Principal in JK Andrews Development Group, LLC. She is experienced in providing development services to a national portfolio of clients including developers, local governments and communities, public housing authorities, investors and community based lenders. Josie works in the areas of application development, tax credit incentive financing, credit syndication/debt placement, entitlements, LIHTC team and joint-venture relationship building, strategic planning, project management, and structuring of multi-phase mixed-use development.

Before founding JK Andrews, Josie worked for a decade at a large national accounting firm leading their Affordable Housing and Community Development team in Chicago. She worked for the state housing finance authority, the Illinois Housing Development Authority (IHDA) for over a dozen years.  A former LIHTC director she allocated over $300MM in credits annually.  Josie is active with both State and National industry groups, and brings a broad base of knowledge and expertise to clients. She specializes in affordable housing services including: Section 42 tax credit allocation application support, scoring strategies, and structuring, Section 8 preservation, and RAD. 

Application support and strategy for soft funding sources, preservation of other federally subsidized housing, tax exempt bond financing, and tax credit preservation and disposition.  Assists clients with obtaining and negotiating financial commitments with respect to credit syndication and debt placement, and other development services as needed, including niche services for NSP/HOME/CDBG recipients. Josie also has experience in the development of Section 45D NMTC applications and transaction services, and was a principal author in her former capacity.
